Whats going on in the Philippines? They appear to be actually using the ocean as an endless landfill. China and India have massive populations comparatively and yet the Philippines easily surpasses their ocean waste.

The United States exported around 950 million pounds of scrap plastic in 2022, a decrease of almost 23 percent when compared to the previous year. The volume of scrap plastic exported by the North American country has fallen considerably since 2015, when shipments totaled 4.5 billion pounds.
So it's not the U.S. shipping it out and the receiving nation to just dumping it.
