I have gas (cylinders not reticulated supply) for cooking and water heating. My two gas cylinders can supply me with cooking and hot water (boosting solar) for about 6 months. If the government shuts off the electricity, your electric cook top is useless instantly, if they shut off gas, I'll have up to 6 months supply (minimum of 3 months, as I re-order cylinder when one is empty) to figure out an alternative. Electrical power is much easier to control, with SMART meters, etc, they could control your access to electricity effectively in real time.
