When the anarchists took over Barcelona during the 1936/39 Spanish civil war they could not govern themselves or run the city as they were too busy arguing about who was in charge of what. Being anarchists the whole idea of governing kind of went against their ethos. Their allies the communist's finally had enough and shot a bunch of them before taking over and running the city into the ground in a more methodic manner.
