That is essentially the worst representation of democracy and kind of the liberal representation and their drive to promote 'minorities'. The alternatives are monarchies and aristocracies or a republic. Monarchy would have one guy whipping thousands, aristocracy would have several whipping thousands if we were to apply the same standards. Republic would be the 4 guys voting for several guys to elect one guy to order the 4 guys to whip the one guy lol. Demos or mobs, monarchs or tyrants, aristocrats or oligarchs. Every system has a flawed mirror of it and mob rule is the flawed democracy. Republics have the best checks and balances.
