The reason this is, is because people don't like to be responsible for anything. There is also the concept of [diffusion of responsibility](https://onemindtherapy.com/social-psychology/diffusion-of-responsibility/). The Q phenomenon took advantage of this by outright telling people someone else was going to do something. The reality was quite different. But this had the effect of allowing the despots to enact their power grabs while placating the masses. People will tolerate a lot of pain in order to avoid taking responsibility, as we can clearly see. People are truly sheep.
