Instable cultures wipe themselves out they dont need any help. I think we should become more isolationist. I think it's a moral sin for one culture to transfer it's tech and resources to another. A form of the Prime directive if you into nerd garbage. Any way a more advanced culture cannot help a less advanced one. We aren't gods and any action we would take just amplifies any instability in the culture you would be trying to help more than likely causing more harm than doing nothing.
There are still people living in Africa who do these weird today.
It's done to girls pefore puberty. The collarbone and rib cage deform.
Their culture isn't necessarily unstable. It could easily persists for thousands of years. The are far lesser animals that persisted for thousands of years. They are still multiple evolutionary steps above primates throwing feces at each other, and such primates still exist today.
There needs to be evolutionary or environmental pressure for them to change or go extinct. This can be competion with or influence by other cultures.

We are living with them on the same planet. It's not like we are observing primates on another planet and study them for entertainment or science. If unsanitary conditions in "shitholes" cause an outbreak of a new virus, one that instead of 3% death rate has a 60% death rate, it could potentialy screw us over.
In fact, our society is the more unstable one. We rely on technology. We have nuclear weapons and invite vastly incompatible cultures to live in close proximity. And somehow we deluded ourselves into believing that we are above nature and evolution.

Our society is unstable for a bunch of reasons one of which is when you go on these adventuring wars you weaken your own culture. You expose large swaths of your population to these alternate cultures and they end up becoming entangled with your own.
I think that has more to do with people asking to take our enemies in as refugees. If we drone strike cities in foreign lands and then invite their citizen to live among us, of course there is entanglement.
I don't think this would be an issue if we'd openly embrace imperialism (for example, stop pretending we're over there to spread democracy) and lose empathy for people we have little in common with.
