It is a welfare thing. If some ngo came to me and told me that i could have a better life and it wouldn't cost me or my family anything i would also consider it. Like say poland started a program that offered people like me a path to citizenship, college for my kids, job programs for me where they allow me to speak english only with no repercussions, etc. It is pretty easy to make it not attractive to go to/remain in a country; that was the norm up until (((recently))).
