TSA has 65K employees. 400 over that period of time is very low compared to the average. That's likely because TSA does in depth background checks.

That arrest rate is even more remarkable if you consider how many black people they employ.

It's a lot more then 400. Here is the list from 2015 looking at a five year period. There is probably an updated list but I just don't have the time right now to find it. It includes rape of minors if you look through it.

I did a little digging and the numbers from that meme come from this 2018 article (investmentwatchblog.com). The arrest total is likely a little higher but the number of terrorists caught is still zero.
