First, flush a bunch of tampons. If you can accomplish drydocking enough of them in the waste line, a substantial blockage should form. Then, if you put enough quick dry concrete in the bowl, you can certainly mess up the trap of the toilet bowl and perhaps enough will stick around in the waste line and harden. Maybe throwing some tampons in with the quick dry concrete might help with the ratio as well.
