If a shooter isn’t captured alive, there was no shooter. Or at least, no civilian shooter.

I’d argue it goes all the way back to Columbine.

I would agree with your argument. Columbine was the experimental phase to develop the template for future FF school shootings. They discovered a lone wolf shooter was easier to get the public to take the programming. Since then there has only been lone wolf "shooters". It's easier that way.
