One of the biggest problems there is no way to fire these career bureaucrats in the federal government. I'll go out on a limb and suggest 80% of them have zero business working in the federal government, or any office job for that matter. If the Chinese or Russians really want to target the US with a nuke, target Northern Virginia (NOVA) and other the suburbs around DC. That will solve 90% of the problems in the US right there.
