Just a thought experiment I gave myself this morning, but I cannot think of a single tool, duty, trust, obligation, or care ever placed into the responsibility of a government actor that wasn't ultimately neglected or misused, either for personal gain or to add more pavers to the road to hell. It's pathetic, really.

Stop building governments. They are a failed social structure proven failed over thousands of years of experimentation. The idea is flawed at its core. You aren't going to fix it by jostling parameters around slightly.
