I have no problem viewing them in the comments section. It's just in my inbox when viewing post/comment replies that they display as ?

The entire database is now encoded in utf8mb4, the posts/messages are served the exact same way.
It's possible that your OS/Browsers are trying to guess the encoding of the page served in the inbox.
I'm gonna add a text encoding tag in there to force the web browser to handle it. Let me know in 10 minutes if the problem is solved.
