Is this by design or would it be a problem to do the link-check before even checking the post timer?

The current behavior is that you go to post something but if the timer is still in effect you get the "please wait xxxxxx". However, sometimes the link has already been posted so after waiting for the timer and trying to submit you then get the "This was already posted HERE".

It would be nice for it to run the check before the timer so you can see where it was already posted rather than waiting for the timer.

I wish it would do the check as soon as you paste the url into the box, pop up a warning immediately if the link has already been posted. That way I don't spend time typing commentary or whatever.
