When I sausage finger a down vote now, I can 'cancel' and the down vote and not affect that post, but the arrow is still red and doesn't go back to gray. I tested and browsing away from the page then back to the OP will allow the red arrow to go gray again.

That is correct. It is done that way to show you which downvote arrow you accidentally sausage fingered.
