Open "Edit sub Info" in the sub sidebar, check "Enable new post notifications" and click save.

The owner and all the mods/janitors of a sub will receive a notification when a new post has been submitted in a sub with that option enabled.

Edit: You might wanna consider enabling this for low activity subs only as a notification for each new post will be sent to each and every owner/mod/janitor of subs with that feature enabled.

Didn't poal used to have what I suggested but instead of the top, it was colored on the left?

The only visual notification Poal ever had is the blue number showing up on the PM box icon (used to be red before Poal v2.0 update)

That didn't used to be blue / green for reasons in the past?

That's not a notification. The side border has been replaced with colored sub names (green for subscribed and blue for default).
