We call them Red Barons here.

Blocked means > no mentions, so level 30+ blocked users can comment in your posts and reply to your comments, but you won't receive notifications so they won't be able to spam/flood your inbox.

As the yellow (cao ni ma fa gai) master I have to say this is a sub optimal implementation. I prefer my suggestion that you can't block someone you've interacted with in the last 24hrs.

You are free to ban them or not. The choice is yours.
