I haven't tried yet at the mod level, but I think you can hide the option with the custom css (Edit Sub Stylesheet) in the sidebar. Let me try that and get back to you. It won't prevent someone to manually type the text/link post url to bypass it or simply disable custom css in their account settings. As a mod of your sub you can require people who want to post in to follow the sub's posting requirement.
