The user in question said that to me. His response to my further questions was that he did not enlist others in his efforts. What exactly does the algorithm look for?

The algorithm basically detects targeted downvotes from accounts and cancels them (as well as account's level back to 0) when a certain threshold has been reached.

Admins receive a notification when a threshold is about to be reached by an account and we warn the owner of that account about the consequences if they continue to target-downvote.

If they chose to ignore the friendly warning, well, they have no one else to blame but themselves.

As for the two keyboard warriors who got caught by the algorithm in the last hours, it's obviously a concerted effort to end up playing the victims and whine about 'censorship'.

They are mad because of all the time they have spent downvoting has been a complete waste of their time since no one follows in their failed drama attempt.

That makes sense to me. Is it stated anywhere in the ToS?

It isn't yet, since we are pushing a major update (the front-end that contains the up to date ToS will be updated in a few hours)
