5 years ago when I started on Voat. The same rule applied. Downvoating was discouraged, except for spam or illegal content.

No it didn't. Downvoting as a disagree button was discouraged but never penalized. Here if you downvote too much you're penalized. So it's not the same. Having no consequences made voat's way a suggestion, poal's way is an actual rule because there are consequences.

Pathetic head up your asses faggots. It's only an "algorithm" if it is automated...which it is not. It simply alerts AOU to look at it and he chooses what action to take. This way when it really is spam getting downvoted, those who voted won't be admin brigaded as punishment.
