I've been using Linux since before Windows 95 was released. I highly recommend MX Linux for newbs. It's pretty basic and I don't have to mess with it much at all. If you try it, let me know if you need any help.

I'd build it from parts. You can get a smaller form factor of the main sized components in micro-ATX form factor (something like 9"x9" in size) for example. The best price would probably be to go to newegg.
