Batches are a thing and like the VAX the companies know that they have bad batches so they intentionally mix up a bunch of lamps into other lot numbers to make their failure rate look lower.
Have a full batch of fucked lamps? Screw scraping them and losing $$$. Be a jew and take that batch and sprinkle it into 10 "good" batches. Now you just sold all of the "bad" lamps and no one is going to do fuck all because government would only care if they got a whole batch of "bad" lamps all at once. No, they are lazy and batches come in boxes with multiples. If you have 1 bad per box and a box is enough to do a block that is what you end up with.

There are "Smart streetlights" that have built in cameras but they don't have different lights. They look the same unless you know exactly what to look for.
