They don't need to do that. They don't need to hide things like that either. They can just install them anywhere they want.
99% of people would have no fucking clue what they are looking at and why would you make it look different to tip them off?
There are "Smart streetlights" that have built in cameras but they don't have different lights. They look the same unless you know exactly what to look for.
Why would they ever want you to have a "clue" as to them doing something you don't want them to?
