Tanning is the fashionable, attractive thing for men and women. Being tanned makes you more attractive is the popular mindset. Personally, I don't care how light a female is and super dark (niggers and straight out of India) is not attractive. On the other hand, I think pasty white, muscle guys are awful looking, but I still don't care enough to do any tanning to look better. I'm okay with a normal white guy skin tone.
