The satellite dish is a DirectTV dish for internet. The white, square antenna on the nearby pole is for internet via a WISP using terrestrial wireless. No sign of Starlink in the photo.

Nope, not Starlink.
1) Starlink antennas need to pivot to track satellites, and that one is fixed to be level. I.e terrestrial wireless.
2) Satellite dishes in Nevada point south. That WISP antenna is pointing west, i.e not Starlink.
3) The only reason to extend pipe that far above the roofline is to improve how much the fresnel zone clears terrestrial obstructions like buildings. It's completely pointless for Starlink because there arent a bunch of nearfield obstructions to orbiting satellites...but there are for WISP antennas mounted on water towers, nearby hills, etc.
