This is basic language for a nightclub sign, and I've seen variations in every state I've worked. This sign means that the business IS having problems.

This place is all white working class people from what I have seen. Parking lot is usually filled with work vans and trucks.

Then I don't know as to the reason for the sign, but it's not an uncommon one for hiphop clubs.
