That looks like a deformation, or "birth defect". The little reptile is fucked up, too.

Deformations/genetic anomalies are what lead to evolution. Every physiological change that has happened in a species began with one that was born deformed. Most deformations are detrimental and cause the animal to live a much shorter life, but in rare cases the deformation allows that animal to survive more efficiently than those with the original body form, and that particular animal lives longer and reproduces more than an average one. Then those offspring live longer and do the same, and eventually it’s virtually impossible to find a member of the species without the deformation, and they’ve reached the next stage of their evolution. Then eventually a new deformation arises that’s even better than the last one

it doesn't matter.

musculature and skeletal function dictate that an alligator sweep the tail left and right in order to move through water.

this looks akin to a dolphin fin... had it been a shark-oriented fin, that would be another story as it would be actually usable. the manner in which this is oriented, it would only be a detriment to locomotion and survival as compared to a non-deformed variant provided the normal musculature and skeleton of an alligator. as such, it wouldn't make sense to be a natural progression from OR to. if it's not a Photoshop, it's highly likely just a random deformity due to these observations.

Every time I go camping I see bugs I've never seen before. True complete nuclear abominations compared to what I would have ever expected.

When I first went down to Florida when I was a kid, if you walked down the sidewalk lizards would run in all directions out of your way. Now there are like barely any.
