The problem is claimed to be a lack of engines and crews needed to carry bulk fertilizer which is usually carried in cars owned by the fertilizer maker, private cars. Priority is being given to shipments in cars owned by the railroad. (Private cars will have an owner mark ending in X, so MKT was a car owned by the Katy RR while UCX might be a car owned by Union Carbide.) They need to start filling those empty returning coal cars (also privately owned). I haven't heard talk of stopping coal shipped in cars which are usually owned by the power company.
