Ya know, I've been kind'a wondering for a while now who in the DA's office hates that lawyer and wanted him ruined for life.

They had to know there was no case going in. That it was a political show trial and a loser at that. Whoever the prosecutors were would end up being famous for all the wrong reasons and tarred with the loser brush forever after. So they looked around the office for the guy they wanted to get rid of and handed this bag of shit to sink him. "Here you go buddy! Enjoy."
