You are confused on how poal works then.
Poal doesn't decide what host to serve. It only provides the exact same link you typed/pasted in the url field in the submit page.

But that's my question. Why didn't poal serve the catbox version if that's the version I put in the url field? Instead, it kept using the jssocial version.

Because you didn't uncheck pic8 box.
So it submitted it to pic8 again and since pic8 has a hash/link for that image in its db, it redirects to one of its host (jssocial in that case).
