It's actually an isolator. The distance stops arcing across air gaps and the jagged surface is to increase electrical tracking distance (arcing along the surface).

Stupid question, how is that different from a capacitor?

An isolator doesn't store any energy, but keeps potential. All an isolator does is keep a high resistance to ground so you don't get arcing. A capacitor stores electrical charge.
