“We thought that the shootings or the violence would slow down at some point because of the weather and, quite frankly, I think we’ve seen that it has not, it did not,” Police Commissioner Outlaw said.
Outlaw's plan is to literally hope it gets nice outside and maybe people will stop shooting. Literally everyone knows crime spikes in the summer. How is this person commissioner? How retarded is this city?
