This is not a particularly good video, as it does not properly show how big the actual problem is.
But during the Spring/Summer/Fall, you get gangs of niggers on ATVs and Dirt-Bikes that just roll down all the major avenues of Philadelphia doing wheelies and general Niggerish shit.
They ignore all traffic laws and cannot be arrested by the police, due to a "Do Not Pursue" order, because the police chief, mayor, and city council all think it will lead to more casualties if they actually arrest these motherfuckers.
So they operate with complete impunity. They know they will not be arrested, despite the fact that a few have actually killed pedestrians, and last year, routinely beat drivers (inquirer.com) who get in their way. (dailymail.co.uk) It is a really serious problem in the summer time, and nobody in the city has a solution, other than the obvious one, which is shoot the fucking niggers.
[Edit: Second article was actually about NYC, but the point still stands. As far as I know, it is a big problem in most major Mid-Atlantic cities]
