I visited Pittsburgh roughly 10 years ago and was shocked at how such a small city required such a large militarized police force during normal peacetime duty. This likely got worse since. As Pennsylvania locked down and police clamped down, I assume many residents chose freedom over security, either leaving the oppression of the city for the openness of rural Appalachia or making their way south to states such as Florida and Texas.
