That just means that if the vendor accepts cash, then that note is considered payment at the face value of the note.

It's hard to divorce the thought that payment = cash.

They're raising the toll to cover the cost of billing you the toll? It would be less insulting if they'd just say "we're raising rates because fuck you".

They already charge you a shitton more for bill-by-plate, so I don't know what they're hollering about.

On the PA66 bypass that runs from I-70 New Stanton to US22, it's about $2.00 more if you bill-by-plate. If that doesn't cover the cost of billing then they're doing something wrong.

Probably. If I'm headed that way, I always make sure to fill up in Ohio or WV before I hit the "Commonwealth" of PA.
