Just a theory....
What would they gain from playing that movie in theaters then?
Independents get access. Suits garners interest and publicity, raising questions why they want to block human trafficking information. I expect but don't know they thought it would flop liked most independents and then disappear again. Problem solved.

Q: Who's paying for this movie to come about?
Ballard: A great group of people have come together...er..errr....to..err..to.err..to invest...er....er....err...in this production....er...er....some of them...the Carlos Slim family...is...is involved...errr...JP...er...John Paul Dejoria...
Q: And Fox is distributing it?
Ballard staring silently at Caviezel (expecting him to answer?): err yeah Fox....Century Fox
Q: and the Fox who don't know who Carlos Slim is, tell them who he is...
Ballard: He's...he's one of the wealthiest men in the world.
Look at the body language and how he feels nervous to pronounce the names...he's clearly trying to not make mistakes which is why he stutters a lot.
Now he could be just nervous for another reason, but that doesn't take away the fact that a movie about human trafficking has been produced and unshelved by people involved in drug, pedophilia and child-trafficking.
