Just a theory. They bought the rights. Then someone disconnected got funding, I expect for a scam or whatnot (see we're fighting, fund us), and the movie was created. They didn't care because the intention was to shelve it so no one would ever see it. They do this with patents and associated research all the time. Someone then came along and unexpectedly bought it from Disney. Remember, most people are useful idiots and are not deeply in the know of what's actually going on. All they knew is someone wanted to buy a shelved project. The Jew greed kicks in.
Who at what point provided funding at which stage of this? You understand why "who" funded it isn't necessarily the smoking gun you want it to be?

Do you mean Fox and the drug lord bought it from Disney? Or they paid to originally create it? This is the distinction.

Why would a pedo-child-trafficking cartel suddenly decide to buy the rights of a movie that would turn the spotlights on them by distributing it in theaters?
