Nudist areas are always free for any age in Germany. Nobody here believes that children must be protected from seeing naked adults. There was a discussion in the 3rd Reich if nudism (Freikörperkultur, "free body culture") is degenerated or healthy - the health faction won.
I believe that the American way to see nudity as some sort of perversion ("nipplegate", ..) prepared the pendulum to swing into the other direction. It was just too extreme, almost Taliban-extreme. The result is the other extreme, gay parade extreme.
