With the influx of Freemasons and other Satan worshipers in government jobs, I'd sooner conclude the guy was told to kill himself to make sure he couldn't compromise the Satanist baby tissue harvesting and pedophile prostitution networks operating in the area. He probably came off as too reluctant to comply, so they sent cops "to the wrong apartment" as a means of applying psychological pressure.
