This is an excellent example why if you *can* do something, just go ahead and *do* it. Don't talk. Don't warn. That just gives them a chance to mobilize against you. Warning does no good at all with these idiots. When it's nut cuttin' time, just start right in cuttin' nuts. Now imagine the same scene, but the mayor just walks in with the police and started right in arresting them for distribution of cp and conspiracy to distribute cp, right away. They are all arrested, perp walked on video (because you brought the local FOX news affliate along), charged, booked, and presented before a magistrate that day. You post their names along with their booking photos on the city webpage and every social media platform, because it's a matter of public record, so that anyone doing a name search finds that entry right on the first page. You put them on the back foot, and you keep them there for the next couple years while it works it's way through the courts. It also serves as a warning to anybody else. There's an old saying in LE: "You might beat the rap, but you ain't gonna beat the ride."
