I don't see any clear evidence that the person referred to and pictured is actually mentally ill. I sincerely hope this guy is clowning the system, Reductio ad absurdam, not seriously thinking he can molest kids with this behavior. I hope he is attempting to shame the school admins who put up with this sort of nonsense.
Without any context or further info on the guy that's my preferred interpretation rather than this has become part of our reality.
