This is obvious bullshit. If there were such a victim, she would just release the evidence. She wouldn't be "announcing" that she would do it at some indeterminate future Super Secret Spicy Mystery Time.

The only reason to do this is that she wants attention and money for doing so, which means (a) she's not s victim, and (b) very likely a kike looking for a paycheck for absolutley nothing.

This is perfectly typical of kites, and offers an excuse to deride the actual victims, White Women and Children, of a kike blackmail operation.
