As people have pointed out on other submissions, the first thing cops would do when arresting someone for real is pull off their masks and hats. This is a staged event with cops playing both roles. That's why they leave the masks and hats on, so no one can identify them. It's all theater. Also note how the cops make no effort to confront the cameraman as they would in real life.
