ive always wondered what feds/dateline nbc would do if a grown man tries to arrange a non-sexual romantic date with a child. like just dinner and a movie or something. while that is certainly creepy, i dont think theres technically any crime they could arrest him for.

How could we lnow what someone's intentions are unless they actually carry them out? No one would believe that person.
Not sure I follow... do you think they would/should arrest the creeper because his story is unbelievable, or that he's innocent until proven guilty, or are you saying something else? Apologies, your first and second sentences seem to be arguing opposite sides
He'd be toast in the court of public opinion. And as far as being prosecuted, I don't know the laws, but I doubt simply meeting with a minor is a crime, though it looks damning.
