Groomers are typically someone in the family, close to the family and/or in a position of trust and power. In order to make it on the ((news)) or even into any statistics, the children that do say anything need a strong and attentive adult to typically notice something wrong and probe them about it AND then have the guts to follow through and report it to the authorities. Read: "completely up-end and disrupt the lives of the entire family/community - rather than trying to handle it on the DL or prevent it didnt happen".
