Amazing how they catch all these people alleged to be sharing it, but can never seem to roll up the production centers. It's almost as if the production centers are organized by people with political protection. I don't see any incentive for an adversary nation to blow the whistle on it either - I would imagine that would be primo blackmail material to support your foreign service objectives.
