Just like NIH tested drugs on black/hispanic foster children in the late 80s and early 90s with out patient advocates because people found that more palatable. Now they do it on foreign lands. I think it was also because they thought they'd be more suceptible. Oh and remember the original purpose of MKUltra was to assess to what degree the soviets could be using similar techniques to infiltrate the west. So their primary test base were the same targets as soviets (mostly sexual devients, jews and mentally ill).
