Here's the problem with stories like this, LEOs get a lot of funding to combat human trafficking and child prostitution. So when they arrest plausibly young looking prostitutes they encourage them to claim they are minors and human trafficking victims. Cops justify their budget, hooker doesn't have to go to jail, everyone's happy. If they're illegal immigrants they can even get a free green card because feminism. It's the same scam as "teenage syrian refugees" actually being 30 year old men from central asia. That's why they tend to be repeat offenders who don't want to be returned home.
