Yes, but the idea is the same. I even suspect there are built-in fans on the other side of that heat spreader that may have failed and they are trying to cool it from the more accessible side. It's rare to see an oil-cooled heat spreader on a substation transformer without fans on it.

And you need house fans for house electricity. - Indian engineer
