To be fair, hosing them down with water and moving any small amount of air is going to create a swamp cooler effect.

But in reality, they're idiots and those devices need a big cooling fan on them to pull air across the fins.

Yes, but the idea is the same. I even suspect there are built-in fans on the other side of that heat spreader that may have failed and they are trying to cool it from the more accessible side. It's rare to see an oil-cooled heat spreader on a substation transformer without fans on it.
